Big Picture
As the regional transportation authority, we are uniquely able to leverage our expertise for economic development. When more people move to a Transit-Oriented Community, it grows the tax base, adds new students to public schools, reduces traffic, mitigates pollution and adds vibrancy. This in turn inspires more investment, both private and public.
We have a distinct power to access federal resources and funding, and we employ a variety of economic development vehicles that other organizations aren't able to access. This includes conduit bond financing, land assemblage, sales tax exemptions, eminent domain, capacity and land management use.

Conduit Bond Financing
We have the ability to issue bonds to partners who are building and developing livable and vibrant Transit-Oriented Communities in the KC region. In simple terms, KCATA can recommend to its board that KCATA invests in developments along the routes we serve.
One of our tools is called a conduit or START Bond accompanied by the START Checklist - a multipoint evaluation system - to determine if development opportunities fit within our mission, strategy and policy to best serve our riders and residents.
