
Our Story of Innovation at the intersection of transit and development
KCATA is an advocate for investment in areas that need it most. After all, we've been advocating for our riders for decades.
How Did We Get Here?
In 1969, the bi-state compact that created KCATA gave the agency broad powers and a clear mission: to connect people to opportunities through transportation.
In 2018, KCATA formed RideKC Development Corporation (RideKCDC), a separate 501(c)3 organization under the KCATA umbrella. Under the leadership of Frank White III and Brien Starner, the RideKC Development Corp. led the way to new and exciting TOCD opportunities throughout the KCATA region.
In 2023, after five years of successful operations at RideKCDC, KCATA brought all TOCD efforts and initiatives back into KCATA's in-house Development Department. Director of Development Michael Riley and Director, Community Development & Real Estate Brien Starner are fostering stronger, faster, and better TOCD initiatives that have led to increased support and opportunities for revenue generation.

Today's Challenges & Opportunities
Simply put, transit in our region is underfunded.
As the footprint of the KC region expands, TOCD is a way to create equitable transit and new revenue for KCATA while also driving the economic prosperity enabled by public transportation.
With our TOCD initiatives and projects, KCATA uses its resources to maximize the benefit of our transportation network by strengthening areas along transit corridors and strategic locations.
